Project Outputs
Deliverables and findings from the Breaking Barriers to e-Government project, funded by the European Commission under the eEurope 2005 Modinis programme and led by the Oxford Internet Institute.
Good-Practice Examples from Across Europe
The project gathered good-practice case studies illustrating how public administrations approached common obstacles to eGovernment. These examples informed the project's inventory of barriers, which covered foundational issues such as Intellectual Property Rights, liability, and public administration transparency, alongside country-level examples.

Key Findings and Solutions
Drawing on workshops, expert input, and the barriers inventory, the project team compiled findings on the legal, organisational, and technical obstacles facing eGovernment initiatives, together with proposed solutions and recommendations for practitioners and policymakers across the participating countries.
Concluding Recommendations
The project's final recommendations were published alongside the fifteenth and concluding newsletter issue in January 2008, marking the completion of the research programme's work on eGovernment barriers.
