A European Consortium

Collaboration across borders

The Breaking Barriers to e-Government project brought together a multidisciplinary consortium of leading research institutions and policy consultancies from across Europe. Funded by the European Commission under the eEurope 2005 Modinis programme, the partnership combined expertise in internet studies, public administration, law, and technology policy.

The project was led by the Oxford Internet Institute (OII) at the University of Oxford, working alongside partners in the Netherlands, Spain, and the United Kingdom.

Principal investigator on the Breaking Barriers to e-Government project. Professor Dutton led the OII's research agenda and provided strategic direction for the project's work on identifying and overcoming obstacles to European public e-services.
