Expert Network

Guiding the Research

The Breaking Barriers to e‑Government project drew on a dedicated expert group of researchers, policy advisors, and practitioners from across Europe. Their collective knowledge helped shape the project's understanding of the legal, organisational, and technical obstacles facing European public e‑services.

Experts contributed to project workshops, reviewed case studies, and provided input to the inventory of eGovernment barriers — ensuring findings were grounded in real-world public-sector experience.

The expert group behind the Breaking Barriers to e-Government project brought together a diverse range of professionals united by a shared commitment to improving public digital services. These specialists, drawn from research institutions, government agencies, and private practice, offered practical perspectives on the everyday challenges citizens face when interacting with online government platforms. Their input helped illuminate the gaps between policy intentions and real-world user experiences, from accessibility shortcomings to complex authentication procedures. Through structured workshops and collaborative review sessions, the group identified recurring patterns across different national contexts, enabling the project to offer guidance that reflects genuine needs rather than theoretical assumptions. This collaborative approach ensured that the recommendations produced were grounded in evidence and shaped by those who understand both the technical constraints and the human dimensions of e-government delivery.
